To apply for the CSS exam, you must be between 21 and 30 years old on 31 December of the exam year, hold a bachelor’s degree with at least second division (Grade “C” — approximately 45% marks) from an HEC-recognised university, and must not have used all three of your permitted attempts. These conditions are set by the Federal Public Service Commission under the CSS Competitive Examination Rules 2019, available at fpsc.gov.pk.
Missing even one of these conditions results in rejection at the application stage or disqualification during document verification after the result. Verify every criterion before paying the fee.
What Is CSS Eligibility
CSS eligibility is the set of conditions FPSC requires every candidate to meet before appearing in the written examination. These cover your age, educational qualification, nationality, domicile, and number of previous attempts. All conditions apply simultaneously — meeting four out of five does not make you eligible.
CSS Age Limit 2026 — What FPSC Requires
The standard CSS age limit is 21 to 30 years. Age is calculated as of 31 December of the year the examination is announced. For CSS 2026, the cut-off date is 31 December 2025. For CSS 2027, the cut-off date is 31 December 2026.
A candidate must have turned 21 and must not have passed 30 on the cut-off date. Being even one day over 30 on that date — without a valid relaxation category — makes you ineligible for that cycle.
FPSC uses the date of birth recorded on your Matriculation (SSC) certificate to calculate age. If your CNIC shows a different date of birth, the matric record takes precedence. Clarify any discrepancy before applying — it causes complications at the document verification stage.
CSS Age Relaxation Categories
FPSC grants a two-year age relaxation — allowing candidates to apply up to age 32 — in two specific categories under Rule 6 of the CSS Competitive Examination Rules 2019. Relaxation is not automatic. You must provide supporting documents at the time of application.

Educational Qualification for CSS 2026
The minimum qualification for CSS is a bachelor’s degree with at least second division — Grade “C” — from a university recognised by the Higher Education Commission of Pakistan. Second division corresponds to approximately 45% marks in Pakistani university grading. The degree must represent 14 years of formal education — Matric (10 years) plus FSc or equivalent (12 years) plus a two-year bachelor’s or a four-year bachelor’s program, as per Rule 8 of the CSS Competitive Examination Rules 2019 at fpsc.gov.pk.
Third Division Degrees
FPSC does not accept a third division bachelor’s degree under any category. There is one exception: a candidate with third division in their bachelor’s but higher division in a master’s degree from an HEC-recognised university may apply. The master’s division is what counts in that case, as per the CSS Competitive Examination Rules 2019.
Final-Year Students
Candidates in the final semester of their bachelor’s degree can apply provisionally. They must submit their final degree or provisional certificate from their university before the written examination begins. If the degree is not submitted by the FPSC deadline, the application is cancelled automatically.
Foreign Degree Holders
Foreign degree holders must obtain an HEC equivalence certificate before applying. This process takes several weeks — sometimes longer. Start early. Without the equivalence certificate, the application is rejected at the document verification stage regardless of the degree quality or the university’s international ranking. Verify your university’s recognition status at hec.gov.pk before applying.
CSS Attempt Limit — How Many Times Can You Apply
FPSC allows a maximum of three attempts in the CSS written examination under current rules. An attempt is consumed only when a candidate actually appears in at least one paper and marks their attendance. Receiving a roll number alone — without physically sitting in the examination hall and marking attendance in any single paper — does not count as an attempt, as per Rule 11(16) of the CSS Competitive Examination Rules 2019 on fpsc.gov.pk.

The critical rule is attendance, not just presence. A candidate must physically sit in the examination hall and mark their attendance in at least one paper for the attempt to be counted. Submitting a blank answer book also counts — but simply receiving a roll number and not showing up does not. FPSC records attempt history across all exam years. Providing false information about previous attempts is grounds for permanent disqualification and criminal prosecution under Rule 11(17).
Nationality and Domicile Requirements
Nationality
CSS applicants must hold Pakistani nationality or be permanent residents of Azad Jammu and Kashmir. Dual nationals can appear in the examination. However, they must surrender their foreign nationality before joining service if allocated to an occupational group. FPSC requires a written undertaking from dual nationals at the application stage.
If you are married to a foreign national, you are not eligible to apply unless you obtain prior permission from the federal government before the marriage takes place — not after.
Domicile
A valid domicile certificate issued by your district authority is required. Domicile determines which provincial quota a candidate competes under for seat allocation. Punjab carries 50 percent of the provincial quota, which means significantly higher competition. Smaller provinces have fewer seats but proportionally better allocation chances for local candidates.
Verify your domicile certificate carefully before submission. Errors in name spelling, district entry, or date of issue cause complications during FPSC allocation and cannot be corrected mid-process. Documents submitted at application stage cannot be changed for that examination cycle or subsequent ones.
Who Is Not Eligible for CSS 2026

What to Do When Something Is Unclear
My age is borderline — am I eligible?
Calculate your age as of 31 December 2025 (for CSS 2026) or 31 December 2026 (for CSS 2027). If you turn 31 after the cut-off date, you are still eligible for that cycle. If you are exactly 30 on the cut-off date, you are eligible. When in doubt, call FPSC directly before submitting the fee.
My degree result is still pending
You can apply provisionally if you are in your final semester. Submit a provisional certificate or result card from your university. You must provide the final degree before the written examination begins. If you cannot meet that deadline, do not apply provisionally — wait for the next cycle with your final degree in hand.
I have a foreign degree
Apply for HEC equivalence immediately. The process takes several weeks. Do not apply to FPSC until you have the equivalence certificate in hand. Without it, your application is rejected during document verification.
I am not sure how many attempts I have used
Contact FPSC directly with your CNIC number. They can confirm your attempt history. Do not rely on memory alone — FPSC tracks all attempts across years and a discrepancy in your application is grounds for disqualification.
I qualify for age relaxation as a government employee
Obtain a service certificate from your department confirming your designation, date of joining, and that you have completed at least two years of continuous service by 31 December of the exam year. Submit this with your application. Autonomous body employees should confirm their category against the current FPSC notification — many do not qualify.

Get the domicile certificate corrected by your district authority before applying. A discrepancy between your CNIC and domicile certificate causes complications at the FPSC allocation stage. Documents submitted at application stage cannot be changed mid-process, so correct errors before submission.
